- The Zoning

we need to adopt level A mapping. There is one regulated area
where there used to be a little marina, but it no longer exists.
At this time, there is nothing there that needs to be regulated.
MOTION by Mr.

Gardiner Well Field Aquifer Protection Area.
Reasons: The
State of Connecticut has mandated that Portland revise their Zoning
Map to include the boundary of the Gardiner Well Field Aquifer Protection

Public Comment
MOTION by Mr.
Tyler, SECONDED by Mr. Clark to close the public hearing. VOTE UNANIMOUS.
MOTION CARRIED.
MOTION by Mr.
Tyler to approve Aquifer Protection Area Regulations with the following
modifications: In Section 18 add a facility inspection/monitoring
fee of $150 per year to the fee schedule. This fee is to be collected
in an amount equal to five (5) years at the time of registration.
That the State of Connecticut's model forms, including instructions,
registration and Certificate of Registration be updated with Portland
information and utilized as official documents of this Agency.
Reasons: The
State of Connecticut has mandated that Portland adopt Aquifer Protection
Regulations since a critical water supply aquifer has been identified
to fall within Portland's borders. These Regulations protect mapped
Aquifer Protection areas by protecting them from contamination through
management of land uses.
Effective Date:
As required by procedure, the Agency will adopt an effective date
after the Regulations are reviewed and approved by the DEP.
