Contact the Portland Animal Control Officers by the following telephone numbers:

    1. On duty hours, call: 860.262.7228. (CT—Not Oregon)
      This number automatically pages the on-duty Animal Control Officer.
    2. when prompted by the voice message, (speaking clearly) leave your name, telephone number and nature of your complaint.
    3. the voicemail system will then activate the on duty ACO's pager
    4. once they retrieve your message, they will contact you

Shelter Information:

The Portland Animal Control Shelter is a municipal dog pound. We house dogs from Portland, Middletown and Cromwell (under lease agreements with both towns).
      We house only dogs.
      Pound Hours: by appointment only
      Animal control officers are responsible for enforcing all Connecticut animal control laws. Our primary goals are to educate the public, find loving homes for the animals that find their way to our shelter, and maintain a clean and healthy environment at the shelter.

Adoption Policy:

All animals are adopted through the Animal Population Control Program. This program pays for two pre-surgical immunizations and for the animal to be spayed or neutered.
      The adopting party pays a $45.00 APCP fee at the time of adoption and a $5.00 adoption fee to the town for a total of $50.00. The adopting party then takes the animal to a participating vet within 60 days of ownership to be spayed/neutered and have its vaccinations. The Program pays up to $100.00 for a male dog, and $120.00 for a female dog toward spaying/neutering, ($50.00 for a male cat, $70.00 for female cat,) and $10.00 each for two vaccinations. If the bill goes above those amounts, the adopting party will be responsible for the additional charges.
      In the event that the animal is already spayed or neutered, it is a $5.00 non-refundable adoption fee. Out-of-state adopters do not participate in the APCP program. For more information on our adoption policy, please contact the Animal Control Officers at the numbers listed above.
      Animals impounded by Cromwell or Middletown within their boundaries can only be released by a Cromwell or Middletown ACO...please contact them for adoption information; Cromwell 635-2256, Middletown 344-3298.
