Permits are required to ensure the safety of and code compliance for all businesses, renovation and building projects, and residential construction in the Town of Portland.

First Selectperson's Office

The follow fees apply to Portland businesses in the possession of coin operated devices, such as but not limited to pin ball game machines, video games, pool tables, etc., within the Town's boundaries:

Applications must be completed by both Operator (local business owner) and Distributor (of the coin operated machines). Permits are valid January 1st through December 31st of each calendar year.

 

Permit to Vend, Canvass, Peddle, Hawk, Solicit and Licensing Purchasers of Precious Metals and Stones, the fee schedule is as follows:

$15 for special events, duration of one day
$12 per 2-3 day weekend event
$6 for one month or less but more than 3 days

The application must be completed in entirety at least three weeks prior to event (excludes annual licensing). The Police Department will perform a criminal history background check on the individual(s) applying.

Fees can be waived with proof of Veteran's status or if a non-profit organization is distributing information, however completion of the form is required.

The provisions shall not apply to persons soliciting orders of purchase for future delivery to regularly established customers; salesmen selling goods to retail or wholesale; to newspaper delivery; Portland Board of Education student fundraisers.

TEMPORARY 60-DAY STATE PISTOL PERMIT REQUIREMENTS

Applications are available at both the Police Department and Office of the First Selectman. Submit the following information to the Office of the First Selectman for your application to be accepted and processed:

1) Completed, signed and notarized application.

2) Two (2) sets of finger print cards - one State (green); one Federal Bureau of Investigations [FBI] (blue). A Portland Police Officer must finger print you, 342-6780 routine calls ONLY; located at 265 Main Street.

3) Your original Birth Certificate with the Town/City Clerk's raised seal.

4) Certificate of Competency from a NRA Certified Pistol Instructor; or a Police Firearm's Instructor; or Gun Club Officer who can attest to your competence with a handgun.

5) $24.00 Postal Money Order or Certified Bank Check made payable to: Commissioner of Public Safety (this it to process your finger prints and will not be refunded)

6) $35.00 Postal Money Order or Certified Bank Check made payable to: D.P.S.

7) $35.00 Check made payable to: Town of Portland. (check will be returned only upon denial of permit)

After your finger prints are processed and approved by both the State and FBI, you will be contacted by the First Selectman's office, which shall issue you a temporary 60-day State Pistol Permit.

Before the expiration of the 60 days, you must proceed in person to the State Department of Public Safety, 1111 Country Club Road, Middletown {exit 20 off I-91} to complete paperwork, surrender the temporary permit and receive the permanent State Pistol Permit.


In accordance with the State of Connecticut, the fee for Raffles and Bazaars:

Forms can be received from both the Office of the First Selectwoman's and the State of Connecticut Division of Special Revenue.

Only non-profit organizations that have been in existence for a minimum of one year or more are granted approval to conduct raffle/bazaars.

Essentially, the fees are split amongst the Town and State, therefore, excluding Class 4 Raffles, when submitting an application there must be two checks; one payable to the Town of Portland and the other to the Division of Special Revenue.
