Starting with planning and design to plan review and approvals followed by various inspections through the many aspects of construction, including the testing of building systems to the issuance of certificates of occupancy. The Building Official performs his duties to accommodate the requirements of CT State Statutes mandating that all Towns adopt and administer the CT State Building Code. Structures must be built to minimally protect the occupants and ensure a predetermined life expectancy of the building and to maintain sound investments for owners, investors and thereby the community. The CT State Building Code encompasses life safety first in order to minimize the loss of life during emergency situations and to protect the property during extreme weather events. Building construction is one of the nation’s major economic indicators and very frequently, a homeowners or a businesses most significant lifetime investment. It can be a very stressful time. Prior to finalizing your plans we strongly encourage everyone and their respective Design Professionals to visit with the Land Use and Building Department, to pre-review your project in order to evaluate how the applicable codes and regulations may impact the proposal. As a regulatory authority with a focus on public service, the Building Department staff will work with you and your proposed construction project to ensure the success of your project. We regularly coordinate and meet with all pertinent town departments in order to comprehensively assist you through the complicated and sometimes confusing, regulatory process. The Building Official is also responsible for receiving complaints and issuing initial enforcement action for the recently adopted Blight Ordinance. The Town of Portland has the responsibility of looking out for and overseeing the town as a whole, and part of that responsibility is to protect the financial and personal investments that we all make in our homes and businesses. Primarily a visually based regulation it requires that the collection and accumulation of non-usable items, vehicles or construction debris, are stored in an appropriate enclosure or removed from view of adjacent properties. The ordinance also gives the Town the ability to issue citations for non-compliance.     Vital Record Birth Certificate Death Certificate Marriage License Dog License Getting Married Trade Names Back Licenses & Certificates Certified copies of Vital Records are $20 each Please call 860-342-6743 if you require additional information on copies of vital records. ​ Birth Certific ate Copies A copy of your birth certificate is on file in the Town Clerk's office of the to wn in which you were born, and in the town in which your mother lived at the time of your birth. However , if you or y our child was born after 2003, the Portland Clerk's Office has acces s to the birth certificate no matter the Connecticut town they were born. A certified copy of a full size birth certificate is $20.00. Birth certificates are confidential in Connecticut and are only available to the individual, his/ her spouse, parent, child, or grandparent. In order to obtain a copy of a birth certificate, you must give your nam e at birth, date of birth, photocopy of your driver's license or photo I.D., and your mother's maiden name. To request a certified copy of a birth certificate through the mail, you will need to complete the Birth Certificate Request Form . Print and mail the form to the Portland Town Clerk's Office . with your payment and a copy of a government-issued photo ID. You must sign this form before sending in your request. ​ Death Certificate Copies You may request a certified copy of a death certificate either by mail or in person. A certified copy of a death certificate can be obtained for anyone who was living in Portland at the time of the event or who died in the Town of Portland, Connecticut. To obtain a certified copy of a death certificate by mail please complete this Death Certificate Request Form . Print and mail the form along with your payment to the Portland Town Clerk's Office . ​ If the death took place after July 1, 1997 and the certified copy is for a family member, please provide proof of relation (The social security number will be redacted otherwise). Dog Licensing Nuisance Shelter Info Ordinances Back Animal Control Info Adoption Policy All animals from our pound are adopted through the State's Animal Population Control Program (APCP). The APC Program pays for two pre-surgical immunizations and for the animal to be spayed or neutered by a participating veterinarian within 60 days of ownership. It pays up to $100.00 for a male dog/$50.00 for a male cat (neutered); $120.00 for a female dog/$70.00 for female cat (spayed), and $10.00 each for two vaccinations. If the veterinarian bill exceeds those amounts, the adopting party is responsible for payment of the additional charges. ​ Adoption fee: $50.00 ($45.00 APCP fee + $5.00 fee to the Town of Portland). ​ If the animal is already spayed or neutered, $5.00 non-refundable adoption fee to the Town. Out-of-state adopters are not eligible to participate in the APCP program. Bobcat! Bobcat Sighting l June 1, 2020 There have been reports of sightings of a bobcat wearing a tracking collar in Portland. CT DEEP is aware and tracking her movements. This particular bobcat is a mom and has babies. Please do not approach them and do not cause them harm, as she is hunting to feed her cubs. Bobcats tend to be shy and avoid humans. ​ Should you encounter a bobcat, you should keep as much distance between you and the animal as possible. Protect your children and pets by never leaving them unattended. When possible, make a lot of noise (banging on pans/pots, blowing an air horn).
