General Assistance and Workfare Programs are administered by the State Department of Social Services (DSS).
Since the elimination of the Social Services Department on July 1, 2002, the First Selectman’s Office has been responsible for administering the "Portland Cares" Fuel Assistance Program.
The Portland Cares Fuel Bank assists the elderly, disabled, working families, or individuals facing a financial crisis. Financial crisis is defined as the inability of a family to pay for a deliverable fuel. Financial crisis is considered to be a situation in which a family must choose between paying for their energy needs, buying food, paying the rent or mortgage, or paying medical bills as a result of unemployment, illness, death, or other emergencies.
