The Portland Police Department is located in the Portland Buck-Foreman Community Building at 265 Main Street. The Department is staffed by 13 full-time police officers: Captain Scott Cunningham, Sergeant Daniel Knapp, Sergeant James Capello, Officer Paul Liseo, Officer Micheal Revicki, Officer Daniel Brown, Officer Ryan Bengston, Officer Joshua Bailey, Officer Justin Cochran, Officer William Mudano, Officer Donald Scranton, Officer Michael Perrotti, Officer John Wilson, K9 Magnus, and one Records Secretary, Rosanne Lombardi.

The Dispatch function is provided through the Middletown Communications Center based upon an interlocal agreement with the City of Middletown. Contact numbers for Police Services in the Town of Portland are as follows:

Officer for Hire
2025 Rates
Regular Rate: $100.00 per hour with police cruiser
Non-Profit Rate: $90.00 per hour with police cruiser, $120.00 per hour for holiday
Holiday Rate: $130.00 per hour with police cruiser

When a period exceeds four (4) hours; an Officer shall be paid for a full eight (8) hour shift. For a period exceeding eight (8) hours; an Officer shall be paid for the total number of hours worked.
If an officer is hired for an eight (8) hour shift that officer shall be paid for a minimum of eight (8) hours regardless of the hours worked.

Cancellation of Police Officers, for such activity, shall be made not less than twelve hours in advance. Failure to provide such notice will result in the billing of a four (4) hour minimum for each Officer assigned.

Citizens that would like to bring to the attention of the Portland Police Department the performance of an Officer are encouraged to submit a form. The supervisors within the Department would like to hear about these good performances by our officers/civilian employees.
Civilian Complaints can be submitted anonymously. Complainant information is helpful for investigative purposes but not required.

The Portland Police Department’s establishment of procedures for the acceptance of complaints is crucial to demonstrate and protect the department’s integrity. This Department will accept, and fairly and impartially investigate, all complaints or allegations of misconduct to determine their validity. The Department shall timely impose any disciplinary or non-disciplinary corrective actions that may be warranted.
Civilian Complaint Process Policy
All complaints against the Portland Police Department and/or employee conduct will be accepted and documented regardless of whether the filed complaint is in writing, verbally in person, by mail, by telephone (or TDD), by facsimile or electronically, or anonymously.​
