    Transportation and Utilities Postal Service United States Postal Service 318 Main Street, Portland CT 06480 (860) 342-0081 Utilities Municipal water (supply sources: Metropolitan District Commission and a municipal well) serves approximately 3,000 users through 40 miles of water mains, primarily to locations within the downtown area, Brownstone Industrial Park and the most densely developed areas of Portland. Water and Sewer billing questions: 860-342-6735 Portland supplies a sanitary sewer system to approximately 1,500 users within the downtown, industrial park, and areas adjacent to the aforementioned locations. Natural gas is available in limited areas, near Portland schools and the Glastonbury town line. Contact CNG to determine if natural gas is on your street. ​ Transportation Primary transportation is provided by State and local highways. The Town owns a handicapped accessible van for special programs. Freight delivery is available through rail into the industrial park area. The Connecticut River is also available for transportation. ​ The highway network consists of approximately 75 miles of roadways, 59.1 miles of which are owned by the Town. The remaining 15.24 miles are State owned. Rt. 66 runs through the southern portion of Town in an east-west direction. Rt. 17 overlaps Rt. 66 for 2.42 miles, and then runs north toward Glastonbury. Rt. 17A consists of Main Street, running from the Arrigoni Bridge to where it meets up with Rt. 17 (at the "Four Corners"). ​ Rt. 9 North, in Middletown, connects to Rt. 91, which leads to Hartford and Massachusetts, or south toward New Haven. Going south on Rt. 9 brings one to the shoreline area, with connections to Rt. 1 and Interstate 95. Rt. 9 North leads to Interstate 84. ​ The bus service is operated by Middletown Transit District. It runs five days a week, connecting Portland and East Hampton to Middletown. The American Red Cross Dial-a-Ride service for the elderly and handicapped is also available five days a week. ​ Bradley International Airport is located 27 miles (about 40 minutes) north off Interstate 91 in Windsor Locks. Buses to New York and Boston are available in Middletown.

There is no charge for fingerprinting. ​ Copies of Police Reports – Any member of the public shall pay $1.00 per page, which also includes accident reports. Records Check – The Record Division can conduct a local record check by visiting our department during usual business hours 8:00 a.m. – 4:30 p.m. Monday through Friday. The person appearing should show a valid photo ID and provide the address at which they live in Portland, or where they previously lived in Portland. ​ Pistol Permit – Applications for handgun permits can be obtained from the Records Division during usual business hours 8:00 a.m. – 4:30 p.m. Monday through Friday. Requesting Police Reports Copies of reports may be requested in person or my mail, we do not fax reports. State Statutes govern which reports are permitted to be copied. After a certain length of time your report may have been destroyed according to the schedule provided by the Public Records Administration. There are many variables which may come into play whether your report is releasable. ​ Accident Reports There are no restrictions on release of accident reports. Accident reports, with the exception of fatalities, may be destroyed after ten years. ​ Active Investigations These reports are not releasable until they are either suspended for lack of evidence. Any report in which a warrant is in process is not releasable. Arrest Reports Reports that contain arrests are releasable as long as it does not include any record of arrest of a juvenile. ​ Juvenile/Youthful Offender These reports are not releasable. ​ Criminal Cases – Suspended These reports are releasable as long as it has been closed by the officer and signed by a supervisor. ​ Non-Criminal Cases These reports are generally releasable.

    Connecticut River "Though both Middletown and Portland were heavily involved in wooden ship building and maritime trade, initially with the Caribbean and later with Asia during the 18th and 19th centuries, the remaining river marinas and boat works between them are in Portland. ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ A roughly 9-mile stretch of the Connecticut River that is typically between 1,200 and 1,400 feet wide separates Portland and Middletown. The narrowest separation is roughly 600 feet between Bodkin Rock in Portland and Eastern Drive in Middletown. There are no commercial boating facilities on the river in Middletown. It's a different story in Portland, where several marinas still operate. ​ Petzold's Marine Center, founded in 1945 by Bill and Agnes Petzold at the site of the former Gildersleeve Shipyard, is still family-owned — brothers Bob and Ken Petzold are the third generation — and going strong.     Board of Selectmen The Board of Selectman (BOS) Department is not a Town Department, but rather an elected, seven (7) member Board, including the First Selectman, that serves as the legislative and policy-making body for the Town of Portland. The Portland Charter vests most of the local legislative authority in the BOS. Matters that require Town Meeting approval include leases that exceed one (1) year, sale or purchase of Town-owned land whose value exceeds $10,000, and approval of supplemental appropriations that meet the criteria as stated in the Charter. The BOS adopts ordinances and resolutions. The BOS meets twice a month, once for financial matters, and the second time for general business. More frequent meetings are held during the budget season.     TOWN GOVERNMENT The Town of Portland's chief executive official is the First Selectman. The First Selectman is elected by the people every two years in odd numbered years, along with the six-member Board of Selectmen, which is responsible for fiscal management. Town meetings are held to decide special issues. In accordance with the Portland Town Charter the Annual Town Budget Meeting is held on the first Monday in the month of May and the presented budget is then submitted to the voters at a Budget Referendum to be held the following Monday from the meeting. ​ The original Charter of the Town of Portland was approved in 1982 and implemented in 1983. It was amended in 1993, 1995, 1997, 2000, and 2004. ​ Property tax is the primary source of revenue. The District now includes the towns of East Hampton, East Haddam, Portland, Marlborough and Hebron.
