This creation and consolidation of agencies (formerly known as Civil Preparedness) is in an effort to stream line resources and activities. Portland's Emergency Management Director has worked hard to assure that plans and procedures are in place to protect the people of Portland during a catastrophic event. The town now has a dedicated shelter, an equipped and functional Emergency Operations Center as well as detailed and operational emergency plans. ​ Our commitment to maintaining an active role in community preparedness includes; being the Middlesex County Fire/Rescue Disaster Coordinator; Secretary for the CT Emergency Management Association; Town liaison to CT Regional Emergency Planning Committee (CREPC) as well as a member of the International Association Emergency Managers. The purpose of this planning committee is to prepare for mass health related incidents such as smallpox or anthrax or even a more common potential event such as pandemic flu. The Town has plans in place for such emergencies.

    Wellness Rent Rebate Back Senior Services Info Healthcare/Self-Care Portland Foot Care Clinic : ON HOLD UNTIL FURTHER NOTICE. Free Hearing Screening : Virginia Duclos with “All Ears” located in Portland, comes to the Center for a free hearing screening on the second Tuesday each month at 11:00 a.m. The screening is held in the lower level Nurses Room, no appointment is necessary. April 11th will be this month’s Hearing Screening date. Medical Rides : The Center provides rides to seniors and/or those with disabilities to doctor appointments. The fee for round-trip service is $5.00 per person. Please try to give a 1 to 2 week notice for a ride, but please know that we will do our best to work with you. If you are unvaccinated, masks are required. (24-hour, advanced cancellation notice is greatly appreciated). If you cancel after the driver has left for your pick-up time, the $5 fee must still be paid. BLOOD PRESSURE CLINIC April 3rd at the Senior Center, 10:30-11:30 a.m. WALK IN with Chatham Health. 2022 Elderly/Disabled Rent Rebate Program If you were over 65 or disabled and rented in Connecticut during 2022 you may be eligible for a rebate from the State of Connecticut. Applicant’s qualifying income in the calendar year 2022 must not exceed $40,300 if unmarried, or $49,100 if married or other. For married couples or other, unless legally separated (see Question 39-40), income for both husband and wife must calculated together when establishing qualifying income, REGARDLESS OF LIVING ARRANGEMENTS. The following documentation will be necessary in order to apply: Provide proof of income for you (and spouse) for 2022 Social Security (1099 or TPQY), pension (1099), wages (W2), interest, dividends and any other income, your tax return if you filed taxes for 2022. Provide proof of rent paid for 2022 Canceled checks or a statement from the landlord stating total rent you paid for full calendar year. Provide proof of utility payments paid in 2022 Call the utility company and ask for a print-out showing payments made for the full calendar year (2022), utilities include electric, gas, oil and water.     Contact Info Events Officer for Hire Online Forms Back Police Info Contact Information The Portland Police Department is located in the Portland Buck- Foreman Community Building at 265 Main Street. The Department is staffed by Eleven full-time police officers: Captain Scott Cunningham, Sergeant James Kelly, Detective Dan Knapp, Officer James Capello, Officer Francis Ahlquist, Officer Michael Fitzpatrick, Officer Paul Liseo, Officer Micheal Revicki, Officer Daniel Brown, Officer Ryan Bengston, Officer Joshua Bailey, K9 Magnus, and one Records Secretary, Rosanne Lombardi. ​ The Dispatch function is provided through the Middletown Communications Center based upon an interlocal agreement with the City of Middletown. Non-Emergency requests for police: 860-347-2541 (Middletown Dispatch Center) Events No events at this time Officer for Hire 2022 Rates Regular Rate: $90.00 per hour with police cruiser Non-Profit Rate: $85.00 per hour with police cruiser Holiday Rate: $120.00 per hour with police cruiser ​ When a period exceeds four (4) hours; an Officer shall be paid for a full eight (8) hour shift. For a period exceeding eight (8) hours; an Officer shall be paid for the total number of hours worked. If an officer is hired for an eight (8) hour shift that officer shall be paid for a minimum of eight (8) hours regardless of the hours worked. ​ Cancellation of Police Officers, for such activity, shall be made not less than twelve hours in advance. Failure to provide such notice will result in the billing of a four (4) hour minimum for each Officer assigned. ​ All invoicing and payments for Police Officers shall be processed through the Secretary.
